The key point is simple: if the goods come in for display and leave again, temporary import treatment may apply. If the goods are sold or stay in Vietnam, taxes and customs procedures may apply.
Customs Process for Exhibition Goods
The customs process should be planned before shipment. High-value goods such as jewellery, gemstones, diamonds, precious metals and watches require accurate documents and clear item records.
Step One: Prepare Your Documents
Prepare the exhibition confirmation letter, commercial invoice, packing list, inventory records, transport documents, insurance certificate and any certificates or permits required for the goods.
Step Two: Declare Goods on Arrival
The exhibitor, ATA Carnet holder, appointed customs broker or logistics provider submits the required customs documentation when the shipment arrives in Vietnam.
Step Three: Customs Review and Release
Vietnamese customs authorities may inspect goods, verify values, check quantities and confirm that the shipment matches the declaration before release.
Step Four: Re-export or Complete Import Procedures

Before Shipment
Before sending goods to Vietnam, exhibitors should appoint a qualified freight forwarder, customs broker or specialist exhibition logistics company.

After the Exhibition
After the exhibition, goods should be re-exported, exported to another country, or lawfully imported into Vietnam under the correct customs procedure.
Temporary exhibition goods must normally be re-exported within 30 days after the exhibition ends, unless a lawful extension or alternative customs procedure is arranged.
ATA Carnet Explained
An ATA Carnet is sometimes described as a temporary passport for goods. It is an international customs document used to bring goods into another country for a short period, usually without paying normal import duty and tax upfront, provided the goods are re-exported correctly.
The ATA Carnet holder is the person or company officially named on the ATA Carnet document. This is usually the exhibitor or the company that owns the goods.
The ATA Carnet holder is responsible for making sure that:
- The goods listed on the Carnet are correctly declared.
- The goods are used only for the approved temporary purpose.
- The goods are not sold or left in Vietnam unless the correct customs process is completed.
- The goods are re-exported correctly after the event.
- Any customs claim, tax, penalty or charge linked to the Carnet is handled.
A freight forwarder or logistics company may physically move the goods and help with paperwork, but this does not automatically remove responsibility from the Carnet holder.
Important Warning About Hand-Carried Goods
Exhibitors must not assume that commercial exhibition goods can simply be carried in personal luggage without customs declaration.
Jewellery, gemstones, diamonds, watches and precious metals may require declaration, documentation and customs review.
Before hand-carrying any commercial exhibition goods into Vietnam, exhibitors should confirm the correct process with their logistics provider, customs broker or relevant authority.
Selling Goods at the Expo
Some exhibitors may wish to sell goods during or after the Expo. This may be possible, but it must be handled correctly.
Goods brought into Vietnam under temporary import status are not automatically cleared for domestic sale.
If an exhibitor wishes to sell goods in Vietnam, the goods may need to be converted from temporary import status into domestic import status, or handled under another approved customs procedure.
This may require:
- Customs registration or approval
- Import declaration
- Payment of applicable import duty
- Payment of VAT
- Payment of any other applicable taxes or charges
- Correct invoice and buyer documentation
- Compliance with specialist controls, where applicable
The organiser cannot approve customs release or tax treatment. This must be handled by the exhibitor through the appointed customs broker, logistics provider or relevant Vietnamese authority.
Security and Insurance
All exhibitors are responsible for arranging adequate insurance coverage for their goods.
Insurance should cover:
- International transportation
- Customs handling
- Loading and unloading
- Exhibition period
- Storage and security risks
